General Services: This department provides support functions such as purchasing services, mailroom and switchboard resources and maintenance of County owned buildings and grounds. Additionally, other departmental services reporting through this area include County Libraries, Soil and Water Conservation, Agriculture Extension, Veteran Services, Probation and Housing Authority personnel. |

Personnel: The Personnel Office's overall function is to formulate and administer personnel policies to create a fair, safe and lawful working environment conducive to productivity. This encompasses organizational planning, development and implementation of all policies relating to equal employment opportunities, wage and salary administration, implementing disciplinary and grievance procedures, and oversight of employee benefit plans and programs. The Risk Management department oversees the County insurance programs and houses an employee safety nurse. |

Budget:The Office of Management and Budget's primary responsibility is to prepare, implement and evaluate the County's annual and long term operating and capital budgets to provide community services and meet community needs by the most cost effective and efficient means possible. The department oversees all funds authorized to ensure the proper and legal utilization of those funds and provides advice and guidance to department and division heads. Duties also include responsibility for the County's financing (i.e. debt planning and issuance), coordinating and researching issues resulting in the development of County policy and developing recommendations for improvements in fiscal operations and policy planning. |

Building and Grounds: This division is responsible for the daily upkeep and overall maintenance of County owned buildings and property to provide clean and safe facilities for County employees and the public. This involves establishing preventive maintenance tasks and programs, equipment repair and maintenance, remodeling and renovations and overall cleanliness of facilities. |

Purchasing: This division is responsible for small purchase procedures, written and verbal quotations, sealed bids and proposals, annual vendor contracts, and professional service solicitation and review. In addition, this division maintains a central warehouse, is responsible for the proper disposal of surplus equipment and property and maintains all vehicle tags and titles. |

Mailroom and Switchboard: The purpose of this division is to centralize mailroom functions for cost effectiveness and provide switchboard services to better serve the public by providing direction and information regarding County departments and services. |
