Community Development: The purpose of the Planning and Development Department is to establish and implement a comprehensive planning program to guide and control future development within Indian River County. The planning process is intended to promote, protect and improve public health, safety, appearance and general welfare; prevent overcrowding of land and avoid undue concentration of population; facilitate the adequate and efficient provision of transportation, water, wastewater, schools, parks, recreational facilities, housing and other required services; and conserve, develop, utilize and protect natural resources within the County.

The Planning an Development Department coordinates all activities under the County Planning, Environmental Planning and Code Enforcement and Building Divisions. This area also acts as the principal administrator of the area's Metropolitan Planning Organization (MPO).

Monitoring and controlling of the plan elements involve permit tracking, maintaining a concurrency management system, approving site plans, updating zoning, land use and other maps and participating in a wide varitey of advisory committees and boards which involve interlocal governments and community representatives. Areas of involvement include affordable housing and zoning matters.

Metropolitan Planning Organization: The Indian River County Metropolitan Planning Organization (MPO), formed in April 1992, is a legislative agency responsible for transportation planning in the urbanized area of Indian River County. It has the power to develop and adopt plans and to set priorities for the programming of improvements to the County transportation system.

The MPO consists of nine voting members representing the local governments within the County, two non-voting representatives from the Florida Department of Transportation (FDOT), a non-voting representative from the Indian River County School Board, and a non-voting representative from the Town of Orchid.

Public Works: This department is the management center for planning and implementing engineering design, construction, and maintenance programs within the Engineering, Traffic Engineering, Parks Maintenance, Fleet Management and Roads and Bridges divisions to provide a complete infrastructure for transportation, parks, and storm water systems within Indian River County.

911 Coordinator: The Communications Center was established as part of a statewide effort to provide a single, primary three digit emergency number ("911") through which emergency services can be quickly and efficiently obtained thus shortening the time required for a person to request and receive emergency aid. "911" services include call taking, location verification, call transfer and data base management.

The BBC is responsible for the data base management function. The other areas are handled through the Sheriff's Department and the City of Vero Beach (within that municipality).
